Bloomberg: how Washington openly supported Muscovy
Washington-based consulting and lobbying firm Qorvis, which worked with companies linked to the Muscovite “shadow fleet” and the Iranian oil network, recommended that Donald Trump’s administration ease oil sanctions against Muscovy and Iran. A few days later, Washington did in fact issue the corresponding authorization.

According to the publication, in March 2026, when the war with Iran and the closure of the Strait of Hormuz caused a sharp rise in oil prices, Qorvis proposed that the White House ease sanctions on Muscovite and Iranian oil in order to increase supply on the global market.
A few days later, the Treasury of USA (N) authorized the purchase of oil from Muscovy and Iran from tankers that had already been loaded. India, which had previously significantly reduced its imports of Muscovite oil, took advantage of this, among others.
Bloomberg spoke with approximately 15 current and former employees and people familiar with the firm’s activities, and also analyzed documents. The publication established that Qorvis worked with Dubai-based 2Rivers Group and Singapore-based Wellbred Capital.
Both companies have an interesting background.
2Rivers, formerly Coral Energy, is one of the largest operators of vessels in the Muscovite “shadow fleet.” In December 2025, the EU added Azerbaijani businessman Etibar Eyub to its sanctions list, stating that he had created a network of companies that controls and operates a significant part of the Muscovite shadow fleet.
At the same time, Wellbred is linked to Iranian oil magnate Mohammad Hossein Shamkhani, the son of former senior Iranian official Ali Shamkhani. In August 2026, USA (N) itself added Wellbred and companies associated with it to its sanctions list. The Treasury of USA (N) stated that Shamkhani controls the activities of Wellbred, which trades in oil, petrochemicals and other energy commodities.
Earlier, in March, the Justice Department of USA (N) filed lawsuits seeking the forfeiture of more than $15 million that, according to the authorities of USA (N), was linked to Shamkhani’s oil network. In the department’s documents, Wellbred is described as part of this network.
Bloomberg also established that Qorvis provided its clients with services far broader than ordinary PR consulting. According to people familiar with the situation, representatives of the firm advised Eyub on sanctions, the actions of regulators of USA (N), and contacts with officials.
In particular, Qorvis allegedly helped Eyub prepare a proposal to Washington: provide information about a competitor in exchange for not being placed under sanctions by USA (N) himself.
Qorvis itself categorically denies that it represented Eyub or Shamkhani personally, but acknowledges that it worked with Wellbred and advised Coral Energy as it transformed into 2Rivers.
For Muscovy, the consequences proved financially beneficial. According to Bloomberg, after the easing of restrictions, demand for Muscovite oil increased so much that it began to sell at a premium to Brent, although at the beginning of March Muscovite Urals was trading at a discount of $30 per barrel.
Thus, the decision that Washington explained as necessary to stabilize the global oil market simultaneously brought Muscovy and Iran billions in additional oil revenues.
Qorvis is also interesting because the firm has longstanding ties to the political establishment of USA (N). Its leadership is headed by the married couple Matt Lauer and Samantha Salt, while the company itself has worked with foreign governments and big business for many years. Qorvis also has offices in Washington, Geneva, and Dubai and positions itself as a strategic communications and consulting agency.
Background. Let us recall that, as a source in European intelligence reported, because of the war waged by USA (N) against Iran and the rise in oil prices, Muscovy will be able to wage war against Ukraine until at least 2032.
