Estonia remains in sixth place among European Union countries in terms of the number of Ukrainian refugees under temporary protection, per capita. At the end of July, there were 22.6 temporary protection beneficiaries per 1,000 residents of Estonia, reports err.ee.

According to Eurostat, as of July 31, 30,715 people who had fled Ukraine held temporary protection status in Estonia. Their number increased by 310 over the month—from 30,405 at the end of June.

Across the European Union, there were an average of 9.8 people with temporary protection per 1,000 residents. The highest rate was recorded in Czechia—36.2 per 1,000 residents. It was followed by Slovakia—27.5—and Cyprus—26.7. They were followed by Poland (26.2), Liechtenstein (23.4), and Estonia.

Thus, Estonia’s rate is more than twice the EU average.

In total, 4.43 million people who had fled Ukraine were under temporary protection in the European Union at the end of July. Their number increased by nearly 20,000 over the month, or 0.5%.

The largest numbers of temporary protection beneficiaries were in Germany—1.29 million people, Poland—953,000, and Czechia—395,000.

More than 98.5% of temporary protection beneficiaries in the EU are Ukrainian citizens. Adult women account for 43.4% of the total, men for 27.1%, and minors for 29.4%.

The temporary protection mechanism was introduced by a decision of the EU Council in March 2022 after the start of Muscovy’s full-scale war against Ukraine. In June 2025, the European Council extended the status until March 4, 2027.
